this shit is so gd miserable. no relief in sight

as the title states— 40yo single story home, central heat & air. my 75yo dad lives here alone, and evidently clipped the wiring harness w the hweed hwhacker. hvac fan runs perfectly fine; no trouble w the ac unit before (hadn’t run it yet this year). external unit (prolly unsurprisingly) making no noise or any evidence of function when ac is turned on at thermostat. just trying to get a sense of what he’s in for here, and if it’s worth getting on an hvac service wait list or just getting a handyman or journeyman electrician to inspect/dissect/repair the wiring harness situation. pretty sure the previous owner (5+ yrs ago) did the diy lookin wiring job. attached all photos that seemed like they could be useful. thanks everybody! have a great holiday weekend

sheetz in rural ohio. are these meant to like divert/break up heavy rainfall or something? im guessing if the canopy itself was folded down flush with the building they’d help keep water off the windows, but i cant tell if the canopy part is movable
