What's the deal with dela Rosa in the Philippines?

I was trying to read up on the "lockdown" in the Phillipines https://en.wikipedia.org/wiki/2026_Philippine_Senate_lockdown, but it's disorganised and I dont understand the motivations.

Why did dela Rosa come back after disappearing since November?

Why were some people in the senate protecting him?

Why were the Senate carrying on as if nothing has happened, like assigning dela Rosa to be the chair on the committee on public order and drugs?

Why did the other side require a shooting? Was it an international police force, and if so, shouldnt the government be working with them?

I asked why there was so much sexualization of minors, especially girls, in anime and manga, and was told it is part of the culture in Japan... Why is this an acceptable reason?

Why is it so acceptable to have old perverted men sexualize minors, drawing huge breasts with necessary sound effects and such short skirts for middle schoolers?

what does "being part of the culture" even mean for this? That old perverted men control the country?

Sure it's culture, but... minors! Culture wouls be fine if some of them weren't like 14!
