I got a Cantor Heaven and it offered me 8 pops, some time after, I got a raider with like 80 Cantor soldiers wich I defeated, I captured 26 wich I pardoned but, after doing so they all started to leave the city, so I loaded the game and just told the Cantors to stay in the stockade, and little by little pardoning them so they get used to the city.

But for some reason, each time I pardon more, other Cantors just leave the city, even if they have 100 fulfillment.

Am I limited to just have 8 Cantors for the time being?

Should I just sell them to other factions?

Why are the forbidden mods unavailable in the steam workshop when steam sells nsfw games on its shop?
