What are the laws surrounding filing FOIA requests in NYS? Do all requests have to come from state residents or are out-of-state requests honored as well?

Vegan Pawpaw Ice Cream/Sherbet Recipe
Thanks to this lovely subreddit I've learned a lot about these unique little fruits. Here's an ice cream recipe that I developed that turned out incredibly (and I made into these oatmeal pie ice cream sandwiches)! It's really simple and 100% vegan - hope you guys like it if you try it!
Ingredients:
1 can full fat coconut milk with no added gums (400ml/13.5oz)
1/8 tsp salt
Flesh of 3-4 pawpaws (around 2 cups lightly packed)
1 cup granulated sugar
1 oz liquid pectin (for texture)
Directions:
Pre-chill your ice cream maker bowl at least overnight beforehand
- Add all ingredients to a blender and blend to a smooth pudding-like consistency.
- Chill the mixture in the blender for at least 1 hour before giving it a quick blend again while cold.
- Add the chilled mixture to your ice cream maker and churn for around 20 minutes or until it looks like a thick soft serve consistency.
- Serve soft or store in the freezer!

He was uniquely meaningful as a trans guy
I know it's not just me - he occupied a very specific place on the spectrum of masculinity that felt really relatable. Same height as me, scratchy youthful voice, patchy beard, not your typical "manly" guy. Aside from loving his music, comedy, and filmmaking - his appearance and the way he carried himself had its own lasting impact on me. It felt kind of uncanny at times, our physical similarities (aquiline nose, low brow, even hairstyle preferences), and I really don't think any cis male celebrity ever felt so close to being "me".
Would love to hear from other trans fans, especially other trans guys. He really did it for the freaks and the geeks and the ones who don't speak. 💔🌈

Posted all these years ago on my old account. I used to be kind of embarrassed about how much I drew him but now I'm glad I did. He was kind of like a spiritual artistic brother to me, only a month younger too. Same haircut, incredibly. Never felt more seen in my life and not sure if I'll feel that way again about another artist.
This grief sucks but all the art and love has been so helpful
