how do politicians manage to always do exactly what is best for kapital (and not for "the economy")

politicians dont want to build housing for the homeless even tho it saves money when compared to the cost of maintaining homeless people on the streets. also there are plenty of studies showcasing that investing in schools and kindergarten results in profit and economic devolepment. i know that capital doesnt want both because 1. the threat of becoming homeless scares the working people into keeping miserable jobs and 2. when the education is too good kapital loses minimum wage workers and other hard labor jobs. but the politicians dont think about it that way nor are they bribed by some secret elite society to maintain this order, so why dont they just do it? I mean the easiest answer is probably they are just all corrupt carrierist who do everything for a paycheck but that would be a pretty moralist critique and also conspiratory.

TLDR: marx talked about "the mute compulsion of economic relations" but I dont understand how they work and find this description rather mystical

is capitalism and "state-capitalism" really the same?

I always hear from leftcoms that "state capitalism" preserves the same capitalist relations, but how can that be true when certain core aspects of capitalistic accumulation are not present in these societies? for example competition and the need for increasing profit rates. I know that in reallife the nation building process of the soviets made state capitalism really not that different from regular capitalism... but is it in theory not a valid stage to go from capitalism to socialism?

why is social democracy so unpopular in capitalist states rn?

i always thought the purpose of a state was to preserve its capitalist economy, and many policies of social democracy (better healthcare, housing the homeless) literally economically benefit the state while giving its citiziens more trust in the state apparatus, possible even dampaning revoltionairy energy. Why is it then that germany for example, is cutting social benefits that dont even make sense economically. What do the capitalist gain from making the life of the consumers and workers worse? Of course i am not a social democrat, I am asking this question because i dont see the logic in a marxist sense.
