Is it just that the workers there are young and can't commit or is there something more? Because I'd like to apply but every month now they've been advertising their jobs.

I applied for a job online, called them and told them about it. I said I wanted to set myself apart and that I was hoping I could talk to someone on the hiring committee. They said sure, call again tomorrow at this time and you can talk to this manager.
I called and they immediately said they'd call me back to schedule an interview within two days. I was kind of surprised because they didn't ask me any questions but I was happy.
I called them three days later asking for an update and they apologized and said they'd send times for interviews by Monday.
It's Tuesday now... I've called them 3 times in total so far. I should just wait patiently, right? Or does this mean they actually don't want to give me an interview at all? It's an admin job, I'm wondering if they're trying to test if I'm someone that can keep up with making calls and checking that tasks get done... Or maybe I'm overthinking it.
