I found some in a village, took them home. Can I use them?

I promise I did do some wiki/subreddit research myself!

I'm in the very slow process of building a guardian farm. I removed the monument but left the bottom platform, encased it in glass, but I am still without a plan. It will probably be something like 4 aquaria with the rest drained. Nicely decorated but not very efficient. But when scouting minecraft.wiki I came upon a sentence which made me think and I am asking here if I am thinking right..

The sentence: spawning fails 95% of the time if the spawning water block is below sea level 

Does this mean if I go higher up the spawn rates increase? Or does it mean above sea level spawning fails 100% of the times?

PS: Of course I plan to cover it up later, completely or only above the spawning spaces with full blocks.
