What is this/causes this?

Its definitely some kind of rot that I've never seen before. It makes a crinkle sound when barely touched like seaweed paper. Ive had this cactus for almost 7 years and never had problems with it. I barely water it because the other one I was watering on schedule started turning yellow at the bottom, didn't want this happening to both of them. Does this happen from not enough water? And can I fix this by cutting it off? Thank you guys in advance for any advice given! <3

Is this normal?

Baught at dollar general today. Expiration is 2028. It's fizzy like soda. Ive never poured this tea in a cup before either so I'm not sure what normal looks like. Is it bad or did arizona change thier tea?
