When should i switch to AMD?

To start off, i currently have a 13900ks. It's running perfectly fine and stable, but I'm honestly getting pretty tired of the heat output and overall inefficiency of the chip. Cooling it has always been an issue, and I'm always worried it's not stable. With summer here, it also adds significant heat to my room.

I was either thinking sell my 13900ks now and buy a 7950x3d, or wait till the new Zen 6 which is rumored to bring 12 core CCDs.

My reasoning for a 7950x3d is because of its low cost currently, and upgrading to a 11950x3d later down the line won't be so bad since i didn't waste that much money on the 7950x3d. The other side of me says just wait it out and go straight to a 11950x3d when it comes out.

7950x3d core overclocking capability?

I'm thinking of buying a 7950x3d but I can't find much on overclocking the cores.

From what i've read the cores are locked and have to be overclocked using eclk external clock gen, is that correct?

Also, I've read there's now a voltage cap which was introduced later on with a newer bios update?

Is there anything else I should know before buying a 7950x3d? Not really interested in memory overclocking on it, just core overclocking.

What do you guys do with old noctua fans? I have accumulated several old ones that i no longer use over the years. It doesn't really seem that worth it to sell due to shipping costs.

I came across this video and it claims ryzen stuttering is caused by HTFmax limiting the frequency as the temps creep up. How true is this?

For a while now there's been discussions about "ryzen stuttering" but no one seems to be able to nail it down. Could this be the reason why?

Pretty much title.

In The Finals gpu usage is only 93% no matter what settings i change. 1440p lowest all, ray tracing off, dlss transformer quality. If i change the dlss to cnn, fps goes up very slightly but gpu usage still stays at 93%.

Specs:

13900ks

3080 ti

64gb ram

990 pro ssd
