Wire is wrapped around my spark plug wire but not connected on either side

Hard to tell but where my muffler meets my pipe the fitment is just a hair off to where it sags. It also can go deeper into the pipe when the bolts are off and when I was riding the rubber piece with the springs slipped off am I missing something?
