Trump Tariff Refund - IOR Not Refunding Us

We imported goods via CosShipper / Li Ann Logistics (IOR) and paid around $60k in Trump tariffs.

Now that the tariffs have been deemed illegal, we are trying to get a refund from CosShipper, and they are giving us the run around, saying via email that:

"We do not disclose our customs and import structure, however, said shipments were cleared through the upstream channel’s import structure and legally up to the original bond holder to claim/dispute. We have no legal authority over their decision, nor authorization to release its third-party records, nor to file a refund/protest. 

So to the contrary, We HAVE notified the channel that if a IEEPA refund is remitted, approved, received or allocated, that the repayment must be initiated back to us and we will pass back to you. But again, we have NO legal authority over bond holder's decision to remit or not to remit.

Coshipper has not received confirmation that a refund has/will be filed, remitted, let alone allocated to these shipment. Therefore, there is currently no refund available for reimbursement. 

Any shipments under your own bond we would most certainly accommodate and offer the requested documentation on as we do for other clients."

Is there a way to check what they are saying to see who the bondholder is and whether they have requested a refund? We have the Customs Entry Summary PDF showing how much we paid, and that they are the IOR.

Is ValueLine still relevant?

Im reading old Peter Lynch books and he mentions ValueLine a lot. I’ve also heard it talked about by Munger and Buffett too. Is it still a thing and worth paying for or are there better free apps or sites?
