How do you get your cup teammate to use their full fever meter that’s been full the entire match?

Very frustrating to fight for my life against two competent CPUs in star cup with a teammate that’s had a full bar for 5 sets

For Fever, specifically

I am trying out all the characters to see which playstyle I like the most but it would be helpful to know which characters and stats seem to be better than others for matchup info, etc.
