Anyone else in UK given up due to weather?

My neighbours house (council house) is higher than ours. The gardens are on the same level but the house itself is raised, with a brick wall supporting their foundations. There is a small entry way (about 1m) between their house and the boundary.

This part is often very wet and it looks like rainwater runs into it.

I'm concerned about the state of the wall and need advice on what to do with it:

Is it my responsibility (I'm a private homeowner) or the council's? Does it constitute a supporting wall?

What can be done to repair it? Concrete rendering?

Some relevant information:
These houses were built circa 1967 and are timber framed with a solid concrete base, so no deep brick foundations. Wood cladding on ground floor, concrete render on first floor.

Is it possible to adjust the bass/treble/EQ via the media centre in a 2023 Jogger? I've looked and cant see any obvious settings.
Ours sounds like it's playing music from an annoying teenager's mobile phone.
