Starting a Salamanders army in 11th

I want to get your advice on where to start please. New edition, new army for me and I'm thinking Sally's.

I don't know any other Salamander players and I think they look awesome so I've put together a budget of £300 (or ~$400) for a 1k'ish list with some wiggle room for changes come 11th. (I honestly think torrent / ignore cover weapons might increase point cost drastically with the change to benefit of cover but we'll see!)

Does this look like it would work? Should I get Vulkan Hestaan? Is there a cost efficient box set to get to save some money?

Any advice would be really appreciated.

If it looks like I've no idea what im doing with this list, it's mostly guesswork! I currently have eldar, drukari, orks, and 1k sons but never got around to getting any space marines. I don't really know how they play. My eldar are glass cannons, orks are durable but can't shoot and my 1k sons list is a slow moving fortress that wins fights and loses objectives...
