Nayapay Charge Failed at GitHub.

So I wanted to sponsor a GitHub account.
I added my information on GitHub and then proceeded to make payment for it. Amount is just 10 usd.
GitHub was authorized first by Nayapay. And then when attempted to make payment, I received two payment failures .

And then I talked to customer support and they say the merchant is blocked/restricted.
Well, if Github is restricted, then how possibly can I assume a less famous online shopping isn’t restricted/blocked by Nayapay?
Whenever a payment gets failed, you get penalised to reset your failure limit.

How could I possibly know if a very famous merchant like GitHub could have been possibly restricted/blocked by Nayapay?

And customer support agent says “please avoid such merchants”
Bro you mean I should avoid any merchant? If I am to avoid GitHub.

I have a budget of 25lakh and need to get a compact sedan. My preferences have narrowed down to Honda City or Suzuki Ciaz.

On Pakwheels, it seems the prices are a bit stretched. For example, someone put 3.2 million for a 2010 Honda City.

And 2014-2015 model average is around 3 million.

I would prefer a side touched or gates showered (or even bumper repainted, idc as long as its not accidental) car over total clean car (as it would be my first car, so want a devaluation done already). I am not expert of mechanical things so would definitely need a car which don't force me to visit mechanic every month.

I don't really care a lot about Resale (hence considering Suzuki Ciaz as well), just something that's fuel efficient and is comfortable to drive without issues.

What would be the model I could get in this budget? I am from Sahiwal.

Edit: 3 million for Honda city 2010 not 30 And 3.2 million *
