Why is 1776 considered the start of the USA and not 1788/1789?

I saw a previous question asking why it was 1776 and not 1783 (when the treaty of Paris was signed) and that answer made sense in that context. But the United States in its current form didn’t exist until the constitution was signed in 1788 and George Washington didn’t take office till 1789. It makes more sense in my head that 1788/1789 would be the start (thus the semiquincentennial would be 2038)

Does R0 of a virus take into account asymptomatic people?

I know there’s no way of knowing who has contracted a virus and is asymptomatic without testing them, but when researchers determine the R0 of a virus (or bacteria I suppose), how do researchers account for that unknown?

I’ve been trying to remember where the following scenario is from but I can’t think of it: someone is using magic or magical thing in a trivial way, possibly for fun or as a toy, and they get yelled at for using it in that way and not appreciating it.

I realize that trope is probably very common, but it’s been bugging me that I can’t remember what I’m thinking of. I’m not sure if it was from a book, movie, or tv show, though I don’t think it’s from a book since I went thru my Goodreads and nothing popped up.

Any help would be appreciated!
