ParentPlus Nelnet / FAFSA Account Issue

Hello hivemind!

My parents generously took out Parent Plus loans on my behalf to finance my undergraduate education from 2008-2012. I have been managing paying back these loans, and paid off in full all loans in one parent's name two years ago. However, there is still about 32K outstanding under my other parent's name. My parents are now retired and are living solely off of social security income - they had little savings for retirement. Because of this change in income, I believe the remaining loans should qualify for IBR.

However, Nelnet directs me to the FAFSA website to apply for IBR. When I enter my parent's credentials to login to the FAFSA website, FAFSA claims there are no accounts associated with that social security number. I know I have the correct social security number as I have been managing these loans for almost 15 years.

How can there still be an outstanding ParentPlus balance with Nelnet and no record with FAFSA?! Has anyone else dealt with this?
