Does Droll & Lock Bird negate the initial draw that triggered its effect?

If I add a card from my deck to my hand and my opponent activates Droll in response, is that initial draw negated or only all future draws until the end of the turn?

If my normal summon is negated by Saber Hole, can I still normal summon another monster from my hand?

Mitsurugi Sacred Boundary effect question

You can target 4 "Mitsurugi" cards in your GY, except "Mitsurugi Sacred Boundary"; shuffle them into the Deck, then if your opponent controls a monster, make them Tribute 1 monster they control (their choice).

When my opponent tributes their monster, are they then able to summon a level 5 or 6 from their hand?

Because they tributed the monster would they be able to do that?
