Lead / harness reactive cavaliar

We are working with a behaviourist here, but want to understand if any of your cavalier have been so reactive to leash / harness? The moment we try to put it / remove it from him, he becomes reactive. Surprisingly, he can easily go on walks or play etc. But putting / removing is a painful process. He’s 15 months old.
