Looking for very unusual tuners

Hello clever people. I have an odd problem.

A friend of mine has a love of acoustic guitars and very challenging learning disabilities.

He's not much of a song player, but loves to strum loudly and wind the tuners. Unfortunately, he keeps winding so much that he is breaking strings on a regular bases.

We've concluded that teaching him to unwind occasional is not going to happen. So I'm looking for some solution.

I considered modding the tuners so they don't tighten (remove a cog?) But it would be great if we could tune the guitar occasionaly...

We also need a budget solution. We need to save for new guitars as the need to rock overcomes him every now and again and he loves smashing them up!
