Horrible Performance Elden Ring

I know this is a well known issue, but the fps dips I'm getting is so extreme, it reaches 45 fps dips (outside the dlc) and its not stable at all 60-58-50-65 even when i cap the framerate at 60

My rig is

i7 6700k

980ti

32 gb ram

I saw someone saying his 2200g and 1050ti with 4gb of vram ran the game just fine with dips at max 55 fps outside the dlc so thats why i have hope albeit at 1360x764 res but changing the res doesn't change the performance for me

what i have tried so far:

disabling CPU 0

disabling Microsoft Root Enumerator

changing shader cache size to 10gb

reducing the resolution (even at 540p its still the same performance with the same kind of dips)

low settings

using the fps uncap mod

capping the fps both using Rivatuner and in the Nvidia control panel (tried 60,59,58,65 nothing worked)

Nvidia overlay is off

borderless fullscreen

How is Shadee alive in the present?

Now that I think about it, she travelled to the past and the prince killed her in the past, she shouldn't exist in the present and the ship crash should've never happened.
