I found a mother cat with kittens in someone's front garden and I'm not certain how to proceed.

I've spoken to the person who lives there and they say they just feed them and are not sure if anyone owns them.

First I need to check if the cat is chipped but I'm not sure how to catch the mother and kittens without a trap or carrier, and I want to be certain I don't miss any of the kittens as they do seem old enough to roam a bit.
