Why declare actions?

Ok, bit of a bait title, BUT: I was playing bb3 w a friend and he had a chance to score in turn 16 with a pass action, but hadn’t picked up the ball yet and thus had to declare the pass w the d-pad before doing the action, which he forgot. He got a bit miffed and asked why that was in the rules. I said that you have to declare because you have to commit to the action w the player, like blitzing w a big guy for instance. He was like “yes, but why for passing? If he failed the pick up, obviously TO, failed the rush -TO, AND the pass -TO” I said Cyanides dumb ui was the culprit here and had we played tabletop I’d let him do the pass. But is there any other reason for having to declare the pass beforehand other than streamlining it with the other actions? Like an example? -he also hates that players can move diagonally at the same speed as orthogonally btw😅😅😅
