My pc performance gets unbearably rough especially when trying to game at 60 fps. It never stays locked at 60 with 1% lows going below 40 regularly on all the games I've played (Sifu, Halo Infinite, Marvel Rivals). It's most notable during cutscenes in both the first 2 games and in the menu on rivals. When I uncap the framerate in these games it gets smoother but it's not as smooth as I 'feel' it should be and the occasional hitches do happen.

I've activated xmp, rebar, tweaked v-snyc, changed monitor refresh rate multiple times, vrr and g-sync, reset bios, updated bios etc. but I still can't ever get a locked 60 fps experience. I've even fixed the GPU in another PC with an AMD 9 7900 and still get similar issues. That's how come I know it's not the CPU but could be the GPU?

My prebuilt from Acer refurbished on eBay just came in. I've heard mixed opinions regarding prebuilts from this store in general. I've turned it on and connected it to the monitor, seems to be working fine. It's super quiet too. What kind of tests am I supposed to put it through to make sure all the components are ok?
