Does anyone know what the “incident” is that closed i5 tonight by the Tacoma dome??

I'm wanting to get a tattoo to cover a scar on my thumb. I've never gotten a tattoo before, but I also don't feel as much on my hands due to some health stuff, so I'm not worried about pain tolerance. Fine line is my favorite style tattoo, but I'm unsure if it's going to need annual touchups or if it will end up faded to oblivion super fast. Is this something that's doable? I have some artists I'm thinking of reaching out to, but wanted to get some thoughts as to if this is just an entirely foolish endeavor first
