me and my friends steams are in offline mode is there a maitence or something?

I bought ghost recon wildlands on steam and i downloaded it only the data but the installing filed keeps getting stuck at 99% but heres the thing idk if this is true but i dont have a ubisoft account linked to me steam so can anyone please verify if thats the problems but when i try to make an account it says too many attempts made in a short period
