How often do you water in the summer?

I see a lot of references to every other day online, but I'm wondering what folks are doing in Portland and our summer weather that is already on the hotter side of things this spring.

I have been hand watering daily, sometimes twice a day as I was getting things established (peas, peppers, tomatoes, flowers) throughout May, and now I'm trying out giving the top layer a rest to encourage deeper root growth. We have used drip systems in the past and ran them twice a day, now I'm wondering if we were making the top layers too soggy. What's your approach?
