Repeating kindergarten due to Education negligence?

My twins turn 6yo in June, for context. They’re about to graduate kindergarten and I’m concerned they won’t be ready for first grade due to teacher negligence.

The teacher is much older (70s) and has been teaching at their tiny private school for 30 years. I was the office manager this year and her classroom is across the hall from me so I’ve had many interactions with her. It’s been a bit concerning. I won’t go into all the detail but it’s been vastly different from my son’s public K experience.

Their school has a no homework for kinder policy which is great, but when they send all their classwork paperwork home every 2 weeks, it’s been mostly letter/sound recognition - past January! That’s really all the evidence I have of what they’re learning in class. She’s remarked a lot of the kids struggle with letters and sounds coming in. They do a lot of play in the classroom that I feel really needs to be reduced to account for more academic instruction. My older son was in public K and while he had too much homework, they were beginning to learn to read using various techniques. There isn’t really any of that here. It’s really more Pre K.

Now as luck has it, we are moving and will be sending kids to public, but with the academic standards staggered, it would be wild if I actually have to have my girls repeat “real” kindergarten to no fault of their own. I’m not against it and will do it in a heartbeat if that’s what needs to happen - I want them to be prepared for the correct grade. Regardless, I’m so frustrated by the negligence. Private school isn’t always better.

We’re moving back to the coast, this time with primary school aged kids. One is diagnosed ADHD. I would love some feedback about districts that are great as of recently at the elementary level - things like quality of teaching staff and a putting focus on literacy - whether they promote Science of Reading (phonics/phonetic awareness) vs sight words.
Thank you so much. This will be so helpful in determining whereabouts we’d like to put down roots. ♥️
