Account hacked

I don't even want to know how (apparently some data breach last year, I was not aware), I just want to know howto proceed. Somehow they added an authenticator app, and a different phone number so now I can't even change my password because I need one of those two. I can't contact PayPal since they don't have an email account, and the phone number is a UN phone number which I can't call from my country.

How do I go about this?
