Why do UFO tapes always seem like they were filmed using a Potato peeler?

They are consistently grainy, lack detail and you can hardly make anything out. Am I missing something or do people understand how dumb the footage looks at the point of recording. We have high definition now. There's literally no excuse when it comes to capturing subjects on film.
