Do i need to fill it and mail it directly or do i need to get it signed by my college as well?? My merit list came this afternoon, and last date is tomorrow. Please help

So I'm currently in my last sem of BA and planning to do mdes in communication design. Its already late for nift, nid or ceed but i can still apply to private colleges.

Should i wait for 2027 nift, nid, ceed or just gamble and join any available college?
