Does a temple district with a temple count for the lich ritual?

I am playing necromancer and haven't found any freestanding temples on the map, I do see that major city with a temple district and when pressing i, it shows it has a temple. Would this count for the lich ritual?

is there an equivalent mod for GTA San Andreas as reviced for GTA Vice City?

I have started playing Reviced for GTA Vice City and it's unbelievably amazing! I like how I could just extract and play, no complicated setup and it runs amazing on my PC.

I have all the GTA games on steam if that's a requirement but I'm not aware of any mod that is like Reviced but specifically for GTA San Andreas
