Regular employee failed the PIP twice. Is it enough to terminate? Do we need to hold a hearing or issue an NTE? If so what would be the grounds for the NTE. There is no malicious acts from the employee, they just failed 2 consecutive evals, due to poor performance. The employee is a Supervisor but continuously shows no initiative and is constantly reported by the staff as someone who just gives order but does not do any work.
