UAC window missing, install fails

Win 26100.8037, subsequent updates failed

If I try to install and UAC should be prompted Desktop vanishes but no UAC window is visible and the process fails.

Anybody happens to encounter same behavior?

GTX 1060 6 GB
16 GB Ram
SSD 1TB Samsung
HDD 1 TB Western Digital
HDD 2 TB Western Digital

What do You think about that Games PS2? Heard it is the Arcade Version and pretty hard for that reason?
