Can anyone identify the character at the end of this spoon?

Spoon has “New Franklin” inscribed on it. Trying to identify the cartoon character and approximate year.

**Thoughts on Art Deco Sculpture?**

Hi All, this is my first time posting, so please forgive any errors. I got this sculpture for $100 in an online sale during the pandemic by a charity guild from a very wealthy community that takes donations only from other guild members. When I received the sculpture in the mail I was shocked to see a very faded price tag on the bottom for $1,200 and some other writing — no photos of the bottom were included online. I don’t see any signature or other markings anywhere on the piece, but I’m wondering if any markings were obliterated by the weird “plug” on the bottom, which appears to have caused a split in the wood. Google Lens came up with Brancusi, but I’m not allowing myself to hope THAT. Any info on (1) artist/origins, (2) authenticity, (3) type of wood, (4) purpose of plug would be much appreciated. The whole sculpture is about 8.5 inches high.
