[TOMT][SHOW][Early 2000s] Episode of some sort of procedural where a person had a medical condition that rendered them clinically unable to make a decision

Hi all,

This has bugged me for years and my attempts to Google have only come up with late 2010s/2020s stuff. I remember watching this episode of a show as a kid where this person was clinically unable to make decisions. I remember watching this episode in the early 2000s, and I'm fairly confident it was an early 2000s show based on what I remember about the scene, but it could have been a late 90s show rerunning as well.

The cold open of the show, if I remember correctly, showed the person in some sort of outdoor space (a park?) and they were being asked an urgent question by someone else, and the person kept saying "I don't know, I can't decide" and they started to freak out because they could not make a decision.

I am 90% sure the gender of this person was female, but there's just enough doubt where they could have been male too.

I don't remember if the show was a medical procedural; it most likely was but I'm also not sure if it was a psychological-type show like The Mentalist or somehow fell into a crime procedural like CSI or something.

My family did not have cable growing up so this had to have been available on CBS, NBC, ABC, or FOX. I want to say it was CBS or NBC but I don't know for sure. And in case this helps: I remember it being daylight when I watched this episode so it was either when I was on summer break during a weekday, immediately after school on a weekday, or during the day on a weekend. I doubt that'll help pinpoint it but the image of me watching the show in my parents' room is very clear.

I've tried searching "TV show where person clinically can't make decisions" and added other keywords like "medical condition" or "medical show, etc." However. I can't find the right keywords to point me in the correct direction; I keep getting results about the Pitt, or about real-world decision-making capacity.

Anything you have that can point me in the right direction of remembering what this show was and perhaps which episode would be fantastic. Thank you!
