Portuguese Condominium Administration Ignoring My Requests for Documents… What Can I Do?

Hi everyone,
I’d really appreciate some advice from anyone familiar with Portuguese condominium law, because I’m honestly struggling to understand how this is allowed to work.
In 2025, our condominium approved around €12,000 of works to the building’s roof, including removing the existing layers, waterproofing, screed and installing new flooring.
The approved works covered the roof as a whole, which consists of a communal terrace and two private top-floor terraces that form part of the roof structure.
The works were eventually carried out (quite poorly, in my opinion I reported problems and was told someone would come and inspect them and give a second opinion, but that never happened). The administration also sent out an official email to the owners that the roof works had been completed.
A few months later, I discovered that one of the top-floor private access terraces had actually never been renovated. I discovered this by hearing construction noises on the roof (administration didn’t even bother informing anyone about this) After I sent an email asking why is supposedly newly done roof being renovated again?? explanation from the administration is that before the initial roof renovation the owner was abroad, had recently installed artificial grass and said there was no problem with his terrace but would like a quote to be sent to him just in case??? I mean, what?? Because they didn’t have access, they simply decided not to carry out the approved works on that part, so now the owner returned, reported that the flooring had lifted and that there was water infiltration, and the administration arranged for works to be carried out on that exact same terrace.
The new quote is €3,650 + VAT and includes removing the flooring/layers, new waterproofing, testing and new flooring.
What I don’t understand is how this decision could be made without informing the other owners. There was no new vote, no communication saying that part of the approved works was being removed from the scope, and as far as we were told, the roof works had simply been completed.

So after I sent an email asking what’s going on, the administration stated that they made a deal where the owner is paying for it initially, but the administration has agreed that the €3,650 will ultimately be deducted from his future condominium contributions. So in practice, the condominium is paying for it.
This is where I really don’t understand the situation.
The terrace was part of the original approved works. The administration decided not to do that part because the owner said there was no problem with it. Now that terrace has developed an infiltration and needs essentially the same type of work, and the condominium is apparently going to cover the cost.
I’ve repeatedly asked the administration:
Who decided that this part of the approved works would be excluded, and on what basis?
Why weren’t the other owners informed?
Why was the roof declared completed when part of the approved works had not actually been carried out?
On what basis was it agreed that €3,650 would be deducted from the owner’s future condominium contributions?
Can they provide the correspondence showing whether the owner actually refused access to the terrace, or whether the administration simply decided not to pursue the matter?
Who authorised this arrangement?
I’ve sent two follow up emails, including a clear deadline for a response, and I’ve still received no answer, they’re ignoring me completely.
I’m honestly quite confused by how things seem to work here. What really bothers me here is that it seems one neighbour was able to effectively decide that a section of the building’s roof didn’t need the approved works, and the administration simply accepted that without involving the other owners.
And now, somehow, the same neighbour has effectively been given an arrangement where the condominium pays for the works by deducting the cost from his future contributions. It feels like a little private project between one neighbour and the administration…. Even his tiles as different to the rest of the terraces??

How is this allowed? It looks like everyone is allowed to do whatever they want. Whats the point of me attending this meetings, wasting hours, voting for and against where clearly there is no legal value in all of this.

Considering that they have been ignoring my emails, where I ask for documented proofs, what else can I actually do to hold them accountable for this mess?

Portuguese condo: who decides?

Back in 2025, our condominium assembly approved works to the building’s roof/structural terraces which consist of one communal terrace and two private use terraces, which form part of the common structure.
Now we find out that when the administration was arranging the works, one owner said that their terrace was fine and that they didn’t believe there was any problem. They were also out of the country at the time and had been presented with a proposal “just in case.”
What happened next is what I’m struggling to understand… The administration completely removed that owner’s section from the approved works. None of the other owners were informed that this part had been excluded. There was no new assembly meeting, no vote and no formal decision authorising the change.
It also wasn’t made clear when the administration presented us with the contractor’s proposal that the works being proposed were actually for only the communal terrace and one of the private terraces, with the other terrace completely excluded.
So effectively, the condominium assembly approved the works, but afterwards the administration appears to have decided based on one owner saying “my terrace is fine” that their section would simply be left out.
Now, unsurprisingly, there is an issue with that section and the work needs to be done after all. The administration is now treating it as an additional job costing around €4,000.
Even more confusingly, they made a deal with the very same neighbour (private deal) proposing that the owner pays for this work and then has the amount deducted from their future condominium fees, which essentially we are all paying for in one way or another.

Imagine this hypothetical scenario based on work that our condominium actually approved
The assembly votes to paint the entire building. I’m out of the country, but I casually tell the admin that my balcony looks fine for now, though I ask for an estimate "just in case I change my mind." The admin quietly leaves my section unpainted without telling any of the other residents. When I come back, my paint is actually peeling, so I decide I do want it done. The admin agrees to do it, hides the deal from everyone else, presents the building with an unexpected €4k cost, and sets it up so the cost is informally deducted from my monthly fees.

What actions should I take now?? I’ve been messaging with the condominium back and forth but they’re just not making any sense.

Any idea what’s happening? Tingling in both legs for a week

I’m a 28F and for about a week I’ve been getting tingling in both lower legs, mainly around my shins and calves. At first, it would only happen when I was walking, as soon as I sit down though it would ease off and become barely noticeable.A few days before this started, I had lower back pain, aching legs, and some joint pain that has mostly improved. I don’t have any leg weakness, I can walk normally, and I don’t have numbness.
The strange thing is that tonight it’s changed. Even while I’m lying in bed, I’m getting tingling along with little pinching/electric shock-like sensations in my legs, even though I’m completely at rest.
Over the past two years or so, I’ve had recurring episodes of joint pain and a heavy, achy feeling throughout my body that would come and go. However, I’ve never had these pinching/electric shock-like sensations or this persistent tingling before.I’ve already had quite a few blood tests, including rheumatoid factor, thyroid function tests, vitamin B12, serum magnesium, electrolytes, inflammatory markers, and other routine blood work, and everything has come back within the normal range.
All of this has been going on now for almost two weeks, came on very suddenly and unfortunately, I’m away from home for the whole summer, so I can’t see my usual GP at the moment. I’m trying to decide whether this sounds like something that can wait until I get back or if I should try to get assessed where I currently am.

Is eBay Losing Buyers to Vinted?

For the past several months, I’ve noticed a massive decline in sales on eBay. Items that would have sold fairly quickly before now sit for weeks with ONE view, while the same items on Vinted often get hundreds of views and sell within a few days.
If eBay had the same level of buyer activity as Vinted, I’d happily sell everything on eBay. I still prefer many aspects of eBay, but the difference in how quickly items sell has become hard to ignore.
Vinted is becoming a major competitor, and it feels like more buyers are choosing it over eBay. I think eBay really needs to step up if it wants to keep sellers from moving elsewhere.
Has anyone else noticed a significant drop in sales recently, or is it just me?
