Tank turned 14 weeks old today, he’s already growing into his name 🤭

I have a 2007 GSXR 600. I just got done doing a frame swap and well… I’m not done because now it won’t start 😂 the key turns the cluster on, lights all work, but on the cluster it says “CHEC”. It did have the red oil light illuminated but after changing a fuse and cleaning some connectors it went away. I can’t hear the fuel pump prime, and it does not crank.
I’ve checked the following:
Handlebar kill switch
Side stand switch
Fuses
Starter relay
Fuel pump relay
AP sensor
TO sensor
Everything under the seats wiring wise, and probably more.
When I disconnected the fuel pump relay, I heard a slosh noise like fuel was dumping out of the pump? Idk I was a diesel mechanic at one point never a motorcycle mechanic and never experienced anything like that🫠
Is there something brutally obvious I’m missing? Has spending every unbearably hot evening after 11 hour work days messing with my brain?
For bonus idiot points… what are these supposed to go to?! I don’t remember them being there when I reassembled… and both have caps on them.
