The clip is broken and I can’t figure out how to get it off. It looks like somebody banged it up trying to remove it before. Used 2014 Chevy Cruze 1.4L Turbo

I got a used 2014 Chevy Cruze (1.4L Ecotec Turbo) a while back. It has a few random electrical oddities, and I'm thinking that they might be caused by improper grounding. As you can see, the bolt to which the negative battery cable and ground cable are attached appears to be broken and has a different nut than the other grounds nearby. I can hardly even see the bolt inside the nut.

Do I need to tap a new hole and add a new bolt?

Working on a used 2014 Cruze. The negative/ground bolt appears to be snapped off, and the nut is hanging on by a thread. Not sure if it's the original nut, either. Going to fix this as the car is having a few odd electrical problems, and I want to ensure this isn't causing them before I investigate other things. Is there anything special about this bolt/nut? Or can I get anything? Thanks in advance. Any tips for tapping a new bolt hole here are appreciated. No idea how somebody did this.
