DL380 Gen9 with (non-HP) LRDIMM - Low Operating Frequency

Are these the normal expected speeds or are they running at a lower speed because they're not HP-branded dimms?

The system is a DL380 Gen9 with a single E5-2660 V4. I do have a second CPU on hand but I'm trying to keep electricity costs down. I bought 12x 32GB sticks of ddr4 2133 LRDIMM at an okay price, I know this machine can support up to ddr4 2400 under ideal circumstances.

I'm wondering if I should just pop in the second CPU and redistribute the dimms so that I can at least benefit from twice the memory channels. I'm hoping someone else out there might have a similar setup.

This is the best I can do on this platform. I can't push tREFI any higher (heat reasons) and I'm stuck at 6400 mhz because my 14700K has a pretty aggressive undervolt and doesn't want to do 6600 or 6667. Stock voltages except for SA which is at 1.23V. CPU is at -0.15V offset, P-cores at 55 and ring 50.

edit, I forgot to mention that this is stock 1.4V for the ram voltages and I don't want to push any more voltage
