Pakku wasn't bound by his tribes rules regarding Katara, he was just a self-righteous wanker.
Neither Aang nor Katara were members of the northern water tribe so Aang teaching Katara to waterbend was breaking no rules.
I can't imagine a female firebender or earthbender visiting the city being forbidden from using their powers so the same would go for a female waterbender not of the northern culture being allowed to use their powers.
Aang teaching Katara was the perfect loophole and broke no rules nor disrespected anyone's culture. They should've pleaded their case before the chief.
