Details about the cat: Male, a year old, recently got the rabies vaccine, vet is a bit too expensive at the moment

Issue: This happened out of nowhere to our family cat and we just started noticing this wet spot on his neck grow bigger over the past week.

The cat generally likes licking themselves all the time but they lick everywhere... so i don't know why this only happened in this specific area? When we touch the area we feel a few bumps that we assume are injuries as well... we're thinking of bringing him to the vet soon but we're just wondering if anyone can help us understand what's happening here..
