Why Vedrfolnir told Surtalogi his "destiny" is still bound to Teyvat, despite being completely free

"You are free, and none now may proscribe you — yet your destiny remains bound to that of this world. Indeed, you shall send your disciple here in the near future."

  1. "You are free, and none now may proscribe you..."

Following the fall of Khaenri'ah, Surtalogi transcended the normal rules of Teyvat. The Heavenly Principles cannot dictate his actions, restrict him, or force a pre-written fate upon him. He is entirely unbound by the world's laws.

  1. "...yet your destiny remains bound to that of this world."

Even though no one can command him, his purpose, legacy, and ultimate significance are still tied to Teyvat. It isn't a passive doom or a curse he must suffer; it is an inescapable purpose. True freedom from authority does not mean isolation from meaning.

  1. "Indeed, you shall send your disciple here in the near future."

This is how that destiny manifests in reality. Surtalogi may personally roam the dark cosmos or the Abyss, indifferent to Teyvat's daily struggles, but his will and power will re-enter the world through someone he chooses to train (Skirk, who later trains Childe).

Vedrfolnir is essentially telling him:

"No god or cosmic law can control you anymore, but the mark you leave on existence is still inextricably linked to Teyvat — because your legacy will shape its future."
