2 different years, need to talk with IRS to clear up

2023 Tax year:

8/4: got IRS notice CP2000 which proposed amount due of $20, 541

8/18: Paid this amount by check

12/8: rec'd notice of deficiency (IRS notice: CP3219A) for 20,034 (including a penalty)

1/7/26: IRS sent us check for $21, 055.47 for overpayment

7/13: received notice (CP503) with amount due $21,828.81, with threats of income seizing

Have been trying to speak with someone to clarify what IRS stance is as they have been inconsistent regarding whether we owe this money or not. If IRS determines that we do owe money, all penalities should be forgiven since we initially to responded in timely manner

2025 tax year

Paid tax due on time, have confirmation of payment with our bank records and with IRS confirmation. But got notice recently saying we haven't paid (and the amount they cite is less than what we initially paid)

Trying to call numbers I see on this subreddit but so far no luck. Tried chats but there was no chat bot.

Does anyone have any suggestions for accessing a person at IRS?

Bought a used Husqvarna 1542 XP today, now not working

Yes this is an old machine, but has the Kawasaki engine. We drove it at the guys house, worked fine. Getting it on and off the trailer was a bit rough though. When I was getting ready to back it off the trailer, I pushed in the pin in the back to disengage transmission and it just....disappeared. I figured it was just behind the plate in the back no biggie. Got it off the trailer again with some difficulty (ok, I used the tip of my tractor forklift to lift the back a bit, but I was trying only to use the back plate). Used the mower for about 40 minutes...it worked GREAT! So happy......then I noticed I was having difficulty with it moving forward...and then I couldn't move it at all. When I looked under the back, zero pin anywhere, and there was leaking fluid. Then a plastic piece that looks kind of like a cross between a kidney and a play football just came loose and fell out. It is some kind of container for fluid..I'm guessing transmission fluid? .Honestly I don't know where to start. The diagrams I see online don't have this grey kidney/football receptacle. Videos on this issue talk about drivetrain and or transmission. I've posted locally to see if anyone works on these (the sell was 1.5 hrs away). Any great resources I should try?
