Please help me identify the type of fastener used to mount the metal door frame. Is it a rivet? TIA!

Our neighbor’s multi unit utility box is accessible via our property. The gas & electric company takes no responsibility for maintaining the rusted metal meter housing. They said the loose wires are probably inactive telecom lines. There was recently a turnover of all tenants and the landlord doesn’t respond to messages from us.

We only have 2 telecom companies in this area so I’m going to attempt to have them come out and hopefully remove their inactive wires. Aside from spray painting the rusted metal meter housing (which the gas/electric rep said was fine to do) any other ideas?
