Anyone fostering in Romania?

I wrote the following paragraph and took pictures before I realized I'm not allowed to post more than one photo so, I'll post the (SFW) rest in the comments.

Hello! I'm looking for help finding a foster for 4 kitties, whether it's an agency or an individual.

To summarize how I got them: the 3 kittens were found by me. An elder woman from my village adopted two cats, a male and a female, didn't spay/neuter them, and ended up with these 3 kittens. When I first visited her, the kittens were already in terrible shape. I talked to her, asked if i may take them and if she would like her cats spayed. She agreed. The cats are still waiting for their spay/neuter appointment, the kittens, I got them to the vet the next day (5 aug). After the check we were informed that: 1) They're around two months old and 2) they suffer from fhv type 1. Fhv caused one kitten to lose both eyes and one to lose one eye, the third was fine. Also they have some bald spots, we were instructed to deworm them. They were given medicine (gentocin) and were dewormed (nexgard combo for cats). They were not vaccinated. As of now, they're doing pretty good I think. They play, eat, drink and absolutely despise getting their eye and nose drops. The blind one is very friendly and remarkably curious and independent. He doesn't need help finding food or water or the litter box, he is the first to come when I feed them, and also the first to pursue the makeshift toy I made whenever I wriggle it on the ground. He is also a sucker for pets. The only things that frighten him are being picked up and sudden, loud noises. The other two are still reluctant when it comes to human interaction, especially the two eyed one, but they still come out to play (as long as i don't try petting them).

The big guy with the wounded knee was brought to me by another villager. He arrived on august 7th, and, because of the weekend, and also some other problems that came up, had not yet been to the vet. I did manage to show a photo of his wound to a vet pharmacy staff member, and was prescribed an oral antibiotic and an antibiotic/ methylene blue spray (i also got him an external parasite/flea treatment). I tried enclosing him, but he kept escaping somehow, so I decided to let him be for now. He eats, drinks and loves pets, likes taking his medicine (with a touch of chicken paté) and is appalled of having his wound sprayed, so every time I get to see him, his tongue is blue. (I decided that putting a cone on him would do more harm than good, since i cannot contain him, and being outside could end up in him wandering the wrong way and getting stuck)

Unfortunately I have no better conditions for them, that's why I'm looking for someone to foster them, to give them the best conditions they can get.

I live close to Bucharest, so if anyone knows someone who fosters or an agency that deals with this kind of stuff, please tell me!

I received a crocheting kit and I have trouble understanding the instructions

My best friend bought me a cute snowman crochet kit for Christmas. I gave it a try but I got stuck trying to understand what it's saying. Here are the instructions for making the head:

"Head

With white yarn: Begin with a regular slip knot, then chain 5. Work in rounds.

Round 1: Starting at the 2nd chain from the hook: 1 x 4 sc, 2 sc, 4 sc in the last chain, continue on the other side of the chain with 2 sc, close the round (= 12 sc)."

Ok, so I know how to work in rounds and how to join a ring and all of that, but I can't understand what it wants me to do in round one. Increase four, then 2 sc then... 4 sc... somewhere? And what does it mean by "the other side"? I've been crocheting for almost a year (mostly amigurumi, but i also tried my hand at making hats) and I don't remember ever coming across such instructions. If anyone has some resources related to this, I'd gladly read them. Thanks!
