What would cause this?

Monterey Brush Cherry. Nightime photo, sorry about the quality. If younwould, please zoom in on the damage/dead portions of leaves, especially the one circled in red. Seems unusual for a leaf to die right in the middle. Looks like someone has sprayed something on the plant. Does this plant's leaves die this way? Thank you.

Have I spoiled my neighbors from hell?

UPDATE: Thank you everyone for the good advice. I'm very empathetic so no matter what, I'm going to be silly and let her stomping and comments hurt me. I'm going to make a recording of normal everyday sounds at a reasonable volume and naturally spaced out (balcony door opening/closing, talking, dishes rattling, coughing, sneezing, walking) just as if its me using my balcony. I'll observe normal quiet times at night. Hopefully she will get used to the fact that condo living includes other people being on their balcony.

ORIGINAL POST: I have a balcony off my bedroom that I never use. Neighbors below me have the same thing. A couple just bought the place below and they practically live on their balcony. On the rare occasions that I go out there, just to tend to my plants, the wife becomes enraged and makes loud comments like "OMG, here she comes. I'm going in", then she stomps around, makes a lot of noise, and slams the door. She obviously feels that my presence is an invasion of her privacy.

Animal Cruelty

This person beat the heck out of a dog, dragged it out of the car, then tied it to the vehicle fender to sit and wait (apparently to think about what it had done) in 90 degrees heat.

How did they obtain my information?

I'm planning on having surgery and I called a local hospital to ask about their surgical specialty program and to see if the doctors within that specialty program were in-network for my insurance. When I gave my name and date of birth, the nurse navigator told me my home address.

Is this because she looked up my insurance information, or is it because I've signed up for "MyChart" with a couple of my doctors?

Anyone Else Experience This?

Took my elderly neighbor to an (unamed) dealership in RSM for a purely minor cosmetic fix on his Corolla.

2 hours later the service advisor calls him to say that they did a free inspection and found an oil leak. The gasket is in a difficult spot, so the cost to fix will be almost $2,000.

I park next to this man in my condo complex and there are no oil stains on the ground.

Any similar stories or advice?

There's a forensic psychologist (Dr. G. Explains) and  group of experts who train FBI and military in body language (The Behavior Panel).  EXAMPLE ATTACHED

Based on what I've learned from them, there is A LOT going on with "It' during the impact statements, even though it looks like he is unconcerned.  His fingers pop during certain testimony, his blink rate becomes rapid when Maureen Brainerd Barnes' family enters the podium, and he can't contain his curiosity and looks at certain family members....but not at others.  His facial micro-expressions change. 

I would love to have Dr. G Explains and the Behavior Panel analyze "it's" micro expressions and hands during the impact statements.  I don't know why they haven't analysed him yet.  Maybe they don't realize that so many people are interested in the case.  If you have a chance, would you look them up on Youtube and please join me in asking that they analyze "it's" behavior during the impact statements.

Selling - Refusing FHA Offers - thoughts?

I'm listing a $600,000 condo in South Orange County, California.

Previous sales history: offers within 3 days on the market. Breathtaking views from every window.

HOA is currently prioritizing some large community projects (deferred maintenance) due to previous management fraud that they are not challenging.

There will be a small assessment that will be paid before the condo is listed. My condo deferred repairs will be completed prior to listing.

FHA/VA appraisal will slaughter the value and possibly cause escrow failure. I'm unable to reduce the price to meet lower appraisal.

Any advice?

ETOH in My Medical Record

A while back I posted about my physican describing me as ETOH in my medical record when I had told him that I was a very light social drinker. Well, mystery solved. Looking through my PPO insurance handbook. Doctor can bill extra for "substance/alcohol abuse counseling". Noted that he refers to discussions/advice regarding alcohol use as documented in the after care summary. Interesting that I was never given THAT particular after care summary. So, for the sake of a few more dollars, sweet and kind doctor defamed me. Be careful out there. Fraud like this can cause denials of insurance - case in point!

Condo Neighbor Too Sensitive to Sound (Noise) What to do?

Condo owner. Previous neighbors have told me that I'm the most quiet upstairs neighbor they've ever had.

Now, a couple, who came from a single family house has moved in below me and they are viciously retaliating to every day noises, during daytime hours. Example, coffee grinder in the morning, garbage disposal after dinner, waterpick while brushing teeth at night, etc.

They retaliate by spraying Raid, Mildew spray, and bug bombs outside my open windows. The effects are horrific; uncontrolled sneezing, coughing, tearing eyes. Its got to the point that even I, a pacifist, has started stomping around and dropping EXTREMELY heavy items during my uncontrollable sneezing and coughing. They got the message but have now started doing it at night, while I'm sleeping.

Impossible to prove that they're doing this. What would you do?
