Local driving question

Not asking for legal advice: strictly asking if I'm missing something

From AZ so maybe it's a regional thing but been driving through WV, VA, NC, and TN the last 2 weeks and noticed that TN and NC both don't yield to oncoming traffic at the start of a green.

Scenario:

4 way traffic light, no turn arrows.

East and west stop then north and south get green, I start to go south, but north bound left turn halls ass in front of me to turn. They were stopped just like me and we both got the green light at the same time.

I've already started going each time because I have a green. What gives? Bad drivers or some weird NC traffic law I'm not aware of?

Edit: glad to hear it's just shit drivers. They're in abundance in AZ too but they just go 90+ everywhere instead

Looking at building a small building on my lot near the pool. Currently I just want something for some additional storage. I've read through the city's guide that contains a lot of the basics but looking for more of the broader pieces.

Things I know I need:

  1. Submit application for permit

  2. For the building to not be more than 30 % of existing sq footage of yard

  3. Can only have one secondary building (need to remove a rubbermaid shed as previous owner built a second shed)

  4. Drawing of property with setbacks and showing where the building will be placed

I obviously need a slab first. I have a contractor for that and pricing already done. He said I need architectural plans for it, is that true? I know I need stamped trusses, but I naively presumed the basics of a square building would be pretty simple (2x6, hurricane ties, headers, and the like) and the building permit manual I linked above doesn't mention it.

Just looking for anyone who might have done similar and know the broader pieces that I might be missing.

I currently just have the $ for the slab and would be doing the framing/roof second. I presume I can pull 2 separate permits instead of leaving 1 open for an undetermined time?
