One day I was checking if my vehicle violated any rule or if i have any pending memo/challan (which I do regularly).

I've cleared all the past challans in 2025. and 2022 challan popped up suddenly was shocking.

then on official website there was this challan generated dating back to 3/9/2022 that too with total fine of ₹15100. at first I was really shocked like WTF Did I really committed any crime? when i tried to check what grave sin I've committed that they are fining me ₹15,100 for?. as you can see they have not mentioned any rule or traffic code that I have broke in online challan.

then I went to RTO office to clear this mess and asked one of the peon(PA/ chella ) if this is legit cause for a moment even if you add all the possible violations that still won't make it up to ₹15100.(for a private vehicle)

He(Peon) was shocked as well then one man showed up who maintains challan/memo records in the room.

This record guy said "Agar Itna Amount nahi dalenge to ye log memo bhi nahi bharenge" in annoying voice.

- The record guy looked for the records and showed me the record that I was Over-speeding. okay fine I was going with 98 kmph on a Speed limit of 90 kmph it's captured in the photo clearly.

- I don't mind paying ₹2000 for over-speeding cause it's clear that I'm not following the rules here.

BUT what about remaining amount and false claims on the memo

The peon said it's mentioned here that I don't have insurance, Driving license and PUC.

"Arrey BKL pehle gaadi rok k inspect toh karo whether I have Enough Documents or Not

cause the traffic police never stopped me on highway.

- About Driving License : I have

- PUC: 7 Month Old Car me Kon PUC issue karta hai? (For Context : I bought my car in 22Jan'2022 and this memo was made in 9sep'2022.

- Insurance: Isn't it obvious that a new car would already have an insurance.?

- Idk gujarati very well so i uploaded it on chatgpt and it said that I have Black Film applied on car which I clearly don't.

Even for a moment let's say i have black film on my car then how come it didn't capture in this photograph in your camera. matlab kuch bhi ??

Then I submitted my RC, DL and Insurance copy attached with this memo to peon

later He showed up with ₹4500 written on memo. (ye bhadwe ne khud hi likha hai pen se)

I asked him what are these charges for?

cause it's clearly mention that 1000 for DL+ 3000 for Over-speeding + 500 for PUC total ₹4500

bhen k lodo ko DL or Sab Docuement dene k baad bhi likh rha hai not enough documents

Man this level of corruption seriously!!??
