Help what to do

Since yesterday evening this pigeon is in my balcony
Its not flying when I’m getting closer but flapping wings ( i think its scared when I’m trying to go near)
She is going to shit and the seems sleepy/ lethargic. I think loose motions but I’m not sure.
Its not eating food or water which i kept beside her Please help what to do
